A panel of financial leaders and Michigan Governor Rick Snyder convened to address a projected $5 trillion U.S. infrastructure gap driven by political dysfunction and procurement delays rather than a lack of private capital. Speakers from S&P Global, MetLife, and the American Investment Council highlighted that while risk transfer remains a core P3 principle, significant investment is hindered by fragmented management and voter resistance to tax increases. To overcome these barriers, the group recommended federal standardization of procurement documents, profit-sharing mechanisms to fund non-revenue assets, and simplified, menu-style public-private partnership models.
