Speakers argued that traditional perimeter security and technical patching have failed to address systemic issues, citing breaches like Equifax and highlighting the urgent need for a regulatory shift from compliance to active cyber risk management at the C-suite level. In response, Singapore is advancing an omnibus bill to redefine critical information infrastructure and mandate threat intelligence sharing, aiming to counteract market failures and the commoditization of cybercrime while addressing the fundamental architectural flaws of the modern internet.
